Norway’s fishing industry has proven itself to be a reliable economic contributor, supported by a robust framework of policies aimed at sustaining livelihoods and fostering growth. In 2018, Norway provided substantial support amounting to NOK 974.7 million (USD 119.8 million) to individuals and companies in the fisheries sector; that’s a 36% increase since 2008. These policies, tailored to benefit fishers and enhance industry competitiveness, play a pivotal role in shaping the sector’s trajectory.
A primary objective of Norway’s direct support policies is to bolster the incomes of fishers and ensuring their financial stability amidst evolving market dynamics. Market demand for seafood is among the fastest growing within the food and beverages sector and the government is determined to keep Norway ahead of its global competition. In 2018, direct support per fisher reached USD 10,680.3. Norway’s support mechanisms encompass a diverse array of initiatives, ranging from income support to capacity reduction schemes. One strategy the government has implemented as a way to resource allocation and promote sustainable practices within the industry to partially decouple payments from fishing activities and incentivize measures such as decommissioning and early retirement.
Norway also directs significant attention towards mitigating input costs, including fuel subsidies and investments in vessel modernization. While these measures aim to enhance operational efficiency, policymakers stay alert to the threat of potential challenges, such as overcapacity and unsustainable fishing practices. The effectiveness of support policies is contingent upon robust fisheries management frameworks, including mechanisms such as total allowable catch limits. Above all else, aligning support measures with sustainable resource utilization is of paramount importance, if the government wishes to minimize the risk of overfishing and illegal activities. It’s not an overnight change, however, and policymakers continue to refine support policies to address emerging challenges and capitalize on new opportunities.
