Norway has taken full advantage of its extensive hydropower resources to build up a robust and stable renewable energies industry that is among the most competitive in the European Union. As the country navigates significant developments in its energy sector, offshore wind emerges as a pivotal component in Norway's renewable energy strategy. Norway is Europe's largest producer of hydropower. Over the last decade, onshore wind power has also gained traction, diversifying Norway's renewable energy sources and contributing to its clean energy ambitions.
Historically, Norwegian consumers have enjoyed low electricity prices. However, recent years have seen significant price hikes due to factors such as increased demand, lower water levels in hydropower reservoirs, and fluctuating European energy prices. This has prompted a renewed focus on ensuring security of supply and maintaining affordable energy costs, elevating these issues to the forefront of political agendas. Norway boasts exceptional offshore wind resources, prompting the government to unveil ambitious plans to allocate areas for 30 GW of offshore wind production by 2040. While no licenses for commercial offshore wind production have been granted yet, Norway has already made strides in offshore wind technology with the launch of the 'Hywind Tampen' wind farm in November 2022. This floating wind farm, the largest of its kind globally, marks a significant milestone in Norway's renewable energy journey.
In 2023, Norway initiated its first offshore wind tender competitions, targeting four project areas. One notable area, 'Sørlige Nordsjø II', located off the southern coast, is slated to receive a capacity of 1,400-1,500 MW. Additionally, three areas in the 'Utsira Nord' region will each be developed with capacities ranging from 460-500 MW, potentially increasing to 750 MW. These projects aim to primarily supply electricity to the Norwegian mainland, with discussions ongoing regarding hybrid export cables for future rounds, enabling transmission to both Norway and Europe.
