Brazil's health industry has zeroed in on a glaring weakness, plaguing its healthcare system; the issue with interoperability of health information. Recent years have seen the launch of numerous initiatives aimed at integrating healthcare data across public and private sectors, but the journey remains fraught with challenges, slowing the pace of effective implementation. One of the primary hurdles is the absence of a comprehensive national mandate for interoperability as there is no overarching normative act that mandates interoperability across the entire healthcare system. This lack of a unified requirement results in fragmented efforts that are often driven by the interests of individual sector players rather than a coordinated national strategy.
Brazil’s social inequality exacerbates these challenges. The disparity in access to essential technologies—such as reliable internet and electronic devices—creates significant barriers to the widespread adoption of digital health solutions. In regions where technological infrastructure is lacking, achieving comprehensive data integration and sharing becomes increasingly difficult. Regulatory compliance is another critical factor. The Brazilian General Data Protection Law (LGPD) establishes stringent guidelines for the sharing of personal health data. Health data must generally be shared with the consent of the data holder or, in specific circumstances, without consent. This regulatory framework ensures patient data privacy but also adds complexity to interoperability efforts. Issues around data protection, especially in the context of emerging technologies like artificial intelligence, raise concerns about liability and privacy breaches.
Progress is being made. The Covid-19 pandemic accelerated the digitization of health records, demonstrating the potential of technology to enhance healthcare delivery. Both public and private healthcare sectors are increasingly committed to advancing interoperability, driven by the need for a more efficient and transparent system. Efforts are underway to address the regulatory and technological challenges, with ongoing debate and leadership crucial for driving forward a cohesive and innovative healthcare framework.
