China has unveiled a comprehensive strategy to accelerate the construction of a nationwide waste recycling system; a critical step in its vision to establish a true circular economy. The State Council's ‘Opinions on Accelerating the Construction of a Waste Recycling System’ sets new ambitious targets for waste management and resource utilization with the clear aim to transform waste into a valuable resource and drive sustainable growth. The core goals of these Opinions are rooted in the principles of reduce, reuse, and resource, with the goal to optimize resource utilization efficiency and conserve vital materials. By implementing these directives, China seeks to enhance overall efficiency, drive high-quality development, and pave the way for a ‘beautiful China.’
Establishing a robust waste recycling system is seen as a major cornerstone of China's recycling industry and broader conservation strategy, crucial for safeguarding national resource security, advancing towards carbon neutrality, and fostering a greener development model. The Opinions mandate significant progress in building a comprehensive waste recycling network that covers diverse fields and major waste streams. By 2025, China aims to achieve an annual utilization of 4 billion tons of bulk solid waste and a 60% comprehensive utilization rate of new bulk solid waste. Furthermore, the annual utilization of key renewable resources, such as scrap metals and paper, is targeted to reach 450 million tons, driving the resource recycling industry's annual output value to RMB 5 trillion ($695 billion).
