The biggest asset in Shanghai’s health industry’s portfolio is the Zhangjiang National Innovation Demonstration Zone, which is located in the Pudong New Area and given China’s pharmaceutical sector an international appeal and a sharp competitive edge. Over the past decade, this innovation hub has fostered significant advancements by collaborating with various industrial parks across the city, strengthening the entire biopharmaceutical supply chain. One of the most notable collaborations is with the Biomedicine Harbor of the Bay Area in Jinshan district, located in southwestern Shanghai. This harbor, covering a planned area of 7.74 square kilometers within the Jinshan Industrial Park, has become a vital center for the commercialization of research, particularly for startups. By 2020, it housed 50 enterprises focused on biologic preparation, traditional Chinese medicine, and medical devices, with an impressive annual output value of 9.57 billion yuan ($1.46 billion). The Biomedicine Harbor’s 270,000 square meter zone was created to address the space constraints for medicine production in Zhangjiang. Today, this area boasts three specialized zones dedicated to manufacturing: one for small and micro-sized biopharmaceutical firms, another for precision medicine and cell therapy industries, and a third supporting pharmaceutical preparation companies. Among the success stories is Shanghai-based CARsgen Therapeutics, which established itself in the harbor in 2017. The firm, specializing in Chimeric Antigen Receptor T-Cell Immunotherapy (CAR-T) for leukemia and lymphoma, benefited greatly from the ready-to-use facilities, saving years that would have been spent on plant construction. Now, CARsgen operates an 8,000-square-meter manufacturing base within the harbor and has received three CAR-T official approvals to initiate clinical trials. The resources and infrastructure available in Zhangjiang are attracting more pharmaceutical companies to Shanghai. Across Shanghai, 22 industrial parks centered around Zhangjiang have been established in districts such as Jinshan, Fengxian, and the Lingang free trade area in Pudong New Area.
