In the United Arab Emirates (UAE), the book publishing industry has been steadily growing, yet the statistics reveal a trade imbalance, with book imports surpassing exports. In 2014, UAE book exports amounted to $40 million, while imports reached $126 million, indicating a significant gap that requires attention.
The youth of the UAE's publishing industry and the relatively low number of titles produced, around 500 per year, contribute to this trade imbalance. However, other challenges hinder export competitiveness. One such challenge is the industry's limited international visibility. While participation in international book fairs has been increasing, the global publishing community still knows relatively little about the emerging UAE publishing sector.
To address these issues, publishers in the UAE must enhance market responsiveness and build the capacity to access international markets. This includes developing the skills to translate and sell foreign rights, as well as effectively market and promote works abroad. While government-backed initiatives such as translation and rights trading grants exist, more comprehensive support programs, similar to the Canada Book Fund, could significantly boost the export competitiveness of domestic publishers and help them overcome specific challenges.
Another aspect to consider is the domestic production of learning materials. A substantial portion of book imports in the UAE consists of textbooks, primarily covering science and mathematics, sourced from the UK and the US. Meanwhile, domestically produced textbooks, mainly by the Ministry of Education, focus on humanities and religion subjects. Recent research suggests a connection between textbook design, student reading levels, and learning outcomes. Engaging content with practical relevance to students' lives can influence reading habits and, in turn, impact their academic performance.
The UAE's publishing industry holds great potential, and addressing these challenges is crucial for expanding its footprint on the global stage. By increasing the export competitiveness of domestic publishers, improving visibility within the international publishing community, and enhancing the quality and relevance of learning materials, the UAE can further bolster its position in the global book publishing arena.
