Munich has long been a daring pioneer in sustainability, and its approach to waste management continues to set an example for other European cities. At the heart of its circular economy efforts is Halle 2, a municipal-led second-hand store that embodies the city’s philosophy of waste reduction and resource conservation. Halle 2 is a flagship initiative operated by the Waste Management Corporation Munich (AWM), a city-owned entity that spearheads waste reduction programs. The store, financed by AWM, sells goods collected from the city’s 12 recycling centers. These items, ranging from electronics to bicycles and textiles, are repaired and resold, extending their lifespan and reducing waste generation. The project aligns with Munich’s broader waste prevention strategy and is supported by a €1 million budget derived from household waste collection fees. Halle 2 is the secret weapon for the success of the city’s recycling industry.
Beyond its retail function, Halle 2 fosters collaboration among various stakeholders to advance circular economy principles. One key area of focus is Waste Electrical and Electronic Equipment (WEEE). Through partnerships with social enterprises such as Weißer Rabe, ConDrops, and AnderWerk, electronic devices are carefully assessed for reparability. These organizations, which also help integrate unemployed individuals into the labor market, ensure that repaired electronics meet safety standards before being sold at Halle 2. Bicycle refurbishment is another pillar of the initiative. The social enterprise Werkstätte für Zweiradmechanik provides vocational training for unemployed youth, who inspect and repair bicycles collected by AWM. Usable parts from non-repairable bikes are salvaged for spare components, and a portion of the refurbished bicycles are sold at Halle 2, while others are distributed through the enterprise’s own retail network. Textile reuse is also central to the store’s mission. The social enterprise Nähwerk collaborates with Caritas to revamp second-hand clothes under the fashion label Einzigware.
