Italy's construction market is poised for a robust revival. Weathering the storm of the pandemic, which led to a 6.3% contraction in output in 2020, the sector is on a trajectory of recovery, spurred by EU recovery funds. The Italian government’s response to the pandemic included a substantial USD 299 billion spending package in 2021, leveraging USD 230 billion from EU recovery funds and an additional USD 37 billion from the national budget. Notably, USD 32 billion has been earmarked for the transformation of the country's transport infrastructure, signifying a commitment to future-proofing Italy’s connectivity.
Driving this resurgence are key sectors like residential, infrastructure, and civil engineering. The government's proactive stance is evident in various housing aid initiatives and urban regeneration projects, including funds for home purchase and renovation, ECO Bonus, Urban Renaissance Plan, Superbonus 110%, and support for social housing in earthquake-prone regions. Notably, EUR 10.8 billion from the EUR 191.5 billion Recovery and Resilience Plan (RRP) is allocated to foster social infrastructure and communities. An additional EUR 4.2 billion is dedicated to territorial cohesion development.
Despite the pandemic’s initial blow, the Italian building and construction sector is witnessing a remarkable rebound, with increased activities in residential, infrastructure and commercial domains. A noteworthy example is the L'Innesto project in Milan, designed by Barreca & La Varra. This carbon-neutral social housing initiative comprises 400 apartments, 300 student housing units, and extensive public green spaces, embodying a forward-looking, community-centric approach. The infrastructure sector is a focal point for growth, with the National Plan for Recovery and Resilience allocating USD 266 billion in 2021 to rejuvenate the economy post-pandemic. Within the Recovery and Resilience Plans, the sustainable mobility mission is allocated EUR 32.0 billion. This entails high-speed railways, road maintenance, intermodal transport and integrated logistics.
