Germany finds itself in a precarious situation when it comes to its power and energy industry as the country has to weather the responsibilities of its Energiewende energy transition policy as well as solve issues surrounding its dependence on energy imports within the context of increasing geo-political conflicts. Spearheaded by the Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety, and Consumer Protection (BMUV), Germany is tasked with balancing economic growth with its goals for achieving carbon neutrality.
Central to Germany’s strategy is the expansion of renewable energy sources and a significant reduction in energy consumption. The goal is to phase out fossil fuels across all sectors of the economy. By April 2023, Germany had achieved a major milestone by ceasing electricity production from nuclear power plants. The phase-out of coal and lignite, originally slated for a later date, is now expected to be completed by 2030. The two main pillars of the Energiewende are renewable energy sources and energy efficiency. The Renewable Energy Source Act (EEG) and the Renewable Energies Heat Act (EEWärmeG) are key legal frameworks supporting this transition. The EEG regulates the renewable electricity sector, while the EEWärmeG promotes the use of renewable energy for heating in new buildings. By 2030, Germany aims to generate 80% of its electricity from wind and solar power.
Complementing these efforts is Germany's National Hydrogen Strategy, first adopted in 2020 and updated in July 2023. Hydrogen is seen as a crucial element for decarbonizing energy-intensive industries such as steel, cement, and chemicals, and for providing backup energy generation to support the increasing share of renewables. The updated strategy includes subsidies for the use of blue hydrogen, although the primary focus remains on green hydrogen produced from renewable sources.
